Council Bluffs, Iowa is a town in Buchanan County, Iowa, United States. The population was 5,711 at the 2010 census. It is part of the Des Moines Metropolitan Statistical Area. The town was founded in 1847 by Peter Fenton and named for Bluffs on the Mississippi River. At that time, it consisted of only a few houses and was located about south of the present-day city of Council Bluffs. In 1854, John Averill donated land to make up what is now Council Bluffs Township. In 1858, Camp Grant was established as an American military post in what is now Council Bluffs Township and became one of two United States Military Commands responsible for all military activities within the Indian Territory (the other being Fort Leavenworth). After American victory in the Civil War, General George Crook destroyed Camp Grant in 1865 and placed its remains nearpresent-day High Prairie Avenue to suggest that no longer resided there any military activity taking place within Indian Territory; this repression led to many settlers moving into Council Bluff from other western towns during this time frame. In 1880, Sibley College opened its doors in what is now downtown CouncilBluffs after years of planning by local residents and citizens groups working together under the leadership of then-Mayor Harry Payson. The college would become one of America's leading educational institutions with over 120 undergraduate students enrolled at its first session in 1881; today Sibley College offers more than 180 degree programs across 14 faculties including arts & sciences, business administration & marketing/marketing research/spin learning disabilities., engineering & technology/mechanical engineering/manufacturing processes management/, health care management /clinical psychology/, legal services /judicial law enforcement/, mathematics & statistics/, new media studies/. Today's economy relies heavily on agriculture which has played a pivotal role since early days when corn was kingfueled economic growth for both businesses and families alike. Agriculture accounts for 64%of total employment statewide reportable activity (2007) while manufacturing makes up just 11%. Manufacturing output has grown steadily throughout recent decades with ongoing hormesis driven innovation resulting in opportunities for new jobs throughout various industries; however these have been offset somewhat by declines within agricultural production due largely to changes brought about by global economic conditions coupled with increases in inputs costs associated with advances made technologically related to food production such as irrigation systems etc.; overall joblessness rates are still among one of highest levels nationally although they have begun to decline since 2007 thanks largely to policies enacted by Governor Terry Branstad supportive thereof such as increasing investment assistance available through block grants program administered by Department Of Economic Development).

Council Bluffs was founded on November 3, 1847, by Captain John C. Smith and his wife, Rachel. The town later became a railroad town and is now a part of the Iowa City metropolitan area. The original town site was located on the east bank of the Des Moines River. The first post office was established in 1849, and the first store opened in 1850. In 1851, Council Bluffs incorporated as a city under the name of Omaha. After incorporation, Omaha changed its name to Council Bluffs in honor of its new civic leader, Mayor George Wickersham.
