Council Bluffs, Iowa is a city in southern Iowa on the Mississippi River. It was founded in 1853 as a small town on the east side of the river. The population was 26,000 at the 2010 census. In 1901, Council Bluffs became an annex to Omaha, Nebraska and in 1907 it became its own city.
