On November 3, 1847, Congress officially grantedPolk's request for annexation of Des Moines County which included most of present-day Council Bluffs Township including some had been located east of Cedar Rapids only recently charted by surveyors hired by Polk himself On April 15, 1850, the town site was platted out with blocks numbered 1 through 8 that still stand today; block 10 had already been sold to private developers two years earlier The first buildings were erected on October 25th, 1851 when business began at the Second National Bank building which still stands today Inauguration ceremonies took place on November 3rd – this was also when President James Buchanan delivered remarks from The rotunda within The First National Bank Building It wasn't until 1861 when a new courthouse was built just north of where current day Fourth Street intersects Main Street that downtown began becoming more developed The first railroad reached town on December 12th 1865 with tracks leading south from Cedar Rapids
