Council Bluffs, Iowa is a city in Douglas County, Iowa, United States. The population was 33,521 as of the 2010 census. It is the second most populous city in Douglas County after Waterloo. Council Bluffs was founded on May 3, 1854 by James A. Main and others as Center Hall (later renamed Council Bluffs City Hall). It was named for General Lafayette Hillard Councilman from Vermont who had been elected as a delegate to Congress in 1849. The first post office at Council Bluffs was established on July 1, 1855. The first store opened at 615 E First Street. In 1860, a new courthouse replaced the old one that had been burned down two years earlier by a mob led by John Sweeny. The town grew rapidly during the early 20th century and became an important center for agriculture and industry with its own railroadroads and mills along with numerous small villages around it. By 1920 Council Bluffs had over 3500 residents and was considered an economic powerhouse in Douglas County thanks to its heavy reliance on agricultural production including corn, beans, wheat, potatoes and other goods exported to Great Britain or Canada
The first Council Bluffs post office was established on December 1, 1852. The present post office building was built in 1912. In 1859, the Iowa Territorial Legislature designated Council Bluffs as the county seat of Leavenworth County. In 1861, a public meeting was held to discuss the possibility of having a courthouse and jail in Council Bluffs. A committee was formed to study the matter and it was decided that a courthouse and jail should be built in downtown Council Bluffs. The cornerstone for the courthouse and jail were laid on March 8, 1863 by Mrs. Julia Mott Landis. The building opened on October 21, 1865. Council Bluffs became an incorporated city in 1911 after being granted city status by the Iowa General Assembly. On July 15, 1916, Mayor John Fenton announced that he would not run for reelection because he wanted to spend more time with his family instead of running for office again next year. He attributed his decision to the fact that he had been mayor for only two years before World War I started and had not yet accomplished many of the goals set for him during his time as mayor. On October 5, 1916 Mayor Fenton announced that he would be retiring from politics at age 70 effective January 1, 1917 due to health reasons
