Council Bluffs, Iowa is a small town in south-central Iowa. The population was 3,145 at the 2010 census. It is the county seat of Buchanan County. The first settler in Council Bluffs was James Caldwell in 1836. The town was platted in 1847 by Isaac Tilton and named for General Andrew Jackson. In 1854, it became the capital of Buchanan County and held this distinction until 1881 when Des Moines took over as the capital. John A. Fenton served as Mayor from 1945 to 1949 and from 1951 to 1957. He was also a member of the Iowa State Senate from 1955 to 1959 and from 1961 to 1965; he represented District 5B, which included Council Bluffs. Fenton's widow, Nellie Fenton, served as Mayor from 1967 to 1971 and again from 1979 to 1981. She won re-election both times with more than 60% of the vote against only one opponent each time. In 1984, former Mayor John A., Jr.'s widow succeeded him as Mayor after he died suddenly at age 71 while on vacation in Europe; she served until 1998 when she stepped down due to health reasons.

Council Bluffs is the county seat and it is the smallest of seven cities in Jackson County. The first permanent settler in what would become Council Bluffs was James P. Hickey on December 12, 1856. Hickey founded a cabin on the present site of Council Bluffs and named it "Hickey's Ferry". In 1857, John J. Grimes started an outfit which did business between Council Bluffs and California. This company became known as the Northern Pacific Railroad Company. In 1858, John Fenton established a flour mill on the east side of town which became one of the largest flour mills in America at that time. In 1861-1862 there were several skirmishes near Council Bluffs between Union forces and Confederate troops under General David Hunter Silliman The Confederates continued to conduct raids into central Iowa during this time period using local civilians as hostages or guinea pigs; these raids are considered to have been part of their effort to gain recruits for Confederate military units while they awaited reinforcements from North Carolina In 1865 Union forces captured Camp Dodge south of here after a three-day siege by Confederate forces under General Nathan Bedford Forrest Aftermath of Battle at Camp Dodge led to creation of Sioux Nation Reservation in western Iowa
