Council Bluffs was founded on November 3, 1854 by George Stephenson and his partner James Wickersham as a trading post on the Moberly River. The town quickly grew to become a major agricultural center with a population of 10,000 in 1865. In 1876, Council Bluffs became the state capital when Iowa Territory was created from parts of Kansas and Nebraska. The following year, the original Capitol building burned down and was replaced with an enlarged structure that remains today. In 1906, during World War I, Council Bluffs became home to 5500 military personnel who were based at Fort Riley on the Moberly River. After the war ended, many of these soldiers returned home and businesses such as clothing stores and hotels sprang up throughout downtown Council Bluffs. In 1925, Mayor John Fenton dedicated what is now known as Park Avenue to honor those who had served in World War I or had made significant contributions to local society. The economy began to rebound after World War II with heavy industry beginning to emerge in Council Bluffs including Boeing Aeronautics Company (later Boeing Co.), Jacobs Technical Institute (now Jacobs University), Mid-America Broadcasting Corporation (MABC), A&P grocery store chain and other large companies which would remain dominant until they left for other states during the Great Recession. During this time period also new neighborhoods were developed such as North Park which still dominates today; Industrial Square which housed some of Iowa's earliest aluminum plants; South Park which was built around an early cotton gin; Webster Ave., now called Fourth Street; Grant Ave., now called First Street; and much later Elmwood Place adjacent to Interstate 44/Upper Kinnickinnic Valley Rd.. A number of historic buildings have been preserved since then including City Hall (now used as office space), US Post Office Building (now part of Johnson Controls) and various factories vacated byIowa’s manufacturing sector during the past decade or so such as Alcoa Aluminum production plant on Snelling Road near First Street NE In 2006-2007 increasing numbers of residents abandoned their homes due primarily to economic drought conditions within Wisconsin – leaving Council Bluffs without any permanent residents for over two years! This caused some concern about whether or not Downtown could handle additional growth if more people started moving into central City instead of staying put However recent initiatives like renovations/maintenance work done on manyhistoric buildings like City Hall & US Post Office Building has helpedurbate back among locals once again making Downtown increasingly vibrant again Tulsa-based businessman Randy Hendricks purchased majority interest in downtownCBD late last year resultingin increased investment into programming & events across all levelsof community involvement
