The city was founded in 1851 by Mormons who left Nauvoo, Illinois to move to Council Bluffs. In 1898, the Smith-Lincoln Gun Company was founded and continued until 1958 when it merged with Winchester Repeating Arms Company. In 1992, Citizens Defense League (CDL) was founded here. Today there are many gun companies headquartered here such as Glock Inc., Colt AR-15/M4 rifles and shotguns, Asinomyte Firearms Corporation and Savage Arms Corporation. These companies create jobs and contribute to the economy of Council Bluffs. The first post office in Council Bluffs was established on July 1, 1855. In 1861, the United States Congress passed the Indian Appropriations Act which allocated $15,000 to be used for improving education and infrastructure in Indian Territory. This funding led to the construction of schools and other infrastructure in Indian Territory. The city's economy begun to grow after railroads were built through the area in the 1870s. The Union Pacific Railroad arrived in Council Bluffs in 1887 and began operating a line through the city. This allowed for increased traffic and more business opportunity for businesses within Council Bluffs. In 1911, a fire destroyed most of downtown Council Bluffs and left many people homeless. However, this did not stop the town from continuing to grow as a commercial center during this time. In 1955, Mayor John Schieffer proclaimed October 15th as "National City Day" in honor of what he saw as councilbluffs' enduring success during its early years.
