Council Bluffs, Iowa is a town in Buchanan County, Iowa, United States. The population was 5,824 at the 2010 census. It is the county seat of Buchanan County. The name of the town is derived from council bluffs which are located on the Kansas River. Council Bluffs was platted in 1853 by James K. Polk and named for General John A. Council, commander of American forces during the Mexican–American War under President James K Polk. At first it was a small farming community with only two stores and one post office. In 1871 it became an incorporated municipality with a municipal court and police department; its first mayor was Chauncey Beecher Houghton. In 1907 Council Bluffs annexed what were then portions of McLean Township to form a new municipality; its first mayor was Elisha Goodrich Washburne. In 1912 Council Bluffs annexed another part of McLean Township to form another new municipality; its first mayor was Ira Murchison (elected as an Independent). In 1922 Council Bluffs annexed Stillwater Township to form a new municipality; its first mayor was Lewis Bachelder (elected as an Independent). In 1932, when District No 4 within Buchanan County merged into Buchanan County, Cooksville became the new county seat for all but 1 township within Buchanan County: stillwater township remained unincorporated and continued to be served by Cooksville's own municipal government until 1984 when it too merged into Buchanan County as part of that district's process of consolidation Council Bluffs is located at (41.960910,-95.320020). According to the 2010 US Census, it has a total area of , all landowned by the city or its suburbs except for . As of the census[2] there were 5,824 people living in 2102 households statewide who identified themselves as "Iowa residents." Of those residents 3% were councilbluffians [3], 9% were non-resident aliens counted among "Iowa residents," and 95% reported being citizens or permanent residents thereof As per city ordinance effective December 1st 2009,[4] anyone without proper identification must leave their presence on public property after 12pm daily while City employees may detain any person not having proper identification for up to 24 hours if determined unfit for release

Council Bluffs, Iowa is a city in the U.S. state of Iowa, located on the Des Moines River and about 25 miles (40 km) east of Des Moines. As of 2019, it had an estimated population of 178,815. Council Bluffs was founded in 1854 as a town on the banks of the river by Major John C. Fremont and Captain George Armstrong Smith. The name "C council" comes from its then-newly organized Territorial government which was chaired by Captains Smith and Fremont. It became an incorporated city in 1888 after a referendum passed by the citizens. The first post office at Council Bluffs was established on July 15, 1854, by Major John C Fremont with Aiken as his first postmaster. The current building at 11th and Elm Streets served as Post Office #1 until it closed on March 20th, 1907; it reopened on April 3rd under new management with James W Hickey as Postmaster until his death in 1916. In 1892, when Iowa Statehood was granted to the United States, Council Bluffs became one of four cities within what would become Iowa Territory: Cedar Rapids (1893), Dubuque (1896), Waterloo (1898) and Newton (1901). On February 14th 1907 – just over one hundred years after its incorporation into the US – City Hall burned to the ground during a Ku Klux Klan rally that took place nearby across Cedar Rapids Street from present day First Ward Elementary School sitting atop♣♠♠♣♠ property donated by Judge Augustus Kelley who also owned most of that block today including Park Avenue between 12th & 13th Streets (@ corner Park + Sixth Avenues). In response to the burning down of City Hall Mayor Emmett J White issued a proclamation denouncing all forms of hate or bigotry and called for members thereof to be brought before law enforcement authorities “for exemplary punishment” if they could be found It should be noted that this building still stands today (#10 N 5th St) adjacent to Fidelity Bank - which has been part of our community since 1886!
