The first permanent settlement in Council Bluffs occurred on December 15, 1854 when a group of farmers and Mechanicsville residents set up tents on the bluff overlooking the river. The name "Council Bluffs" was given to the bluff by General James K. Polk during his Missouri River Expedition in 1859. A post office was established at Council Bluffs in 1857, and remained open until it closed in 1907. The city was founded on July 1, 1912 by David Wickersham as an agricultural center for rural Jefferson County. Wickersham named it after President William McKinley's hometown of Cincinnati, Ohio. At its peak growth during World War I (1914-18), Council Bluffs had a population of 25,000 people; however, due to military service and other factors the population decreased to 10,000 by 1919. In 1925 Mayor Harry Cogan proposed that the city annex more than one thousand acres (400 hectares) of land south of downtown for use as an industrial park; however this proposal failed to gain traction because many key citizens objected to annexation without primary consideration given to their concerns about public health and noise pollution from new factories being built adjacent to existing homes and businesses in downtown Council Bluffs. In 1932-34 Mayor John Fenton developed a plan called "City Plan No." which would have seen all businesses within five blocks of City Hall closed down between Hanover Street westward and Main Street eastward with no exceptions – this would have been done so that council members could more effectively communicate with constituents face-to-face instead of through letters or flyers mailed out from City Hall . However this plan also met resistance from key business owners who felt they were not getting fair value for their property while others saw it as an attempt by Fenton to take over their business decisions without any input from them; ultimately these plans never came into fruition due largely to budget constraints caused by World War II (1939-1945). In 1957 Council Bluffs passed an ordinance establishing zoning regulations which limited development near schools and churches within 500 feet (152 meters) thereof; this law stayed in effect until 1978 when revisions were made which allowed development within 1/2 mile (800 meters) of any school or church building regardless of zoning regulations previously applied thereto – this change led to increased commercial development near these buildings along with less residential density around city limits which has helped preserve much vestigial CouncilBluff infrastructure including some significant old landmarks such as Old Market House & Store Building).
