The name "C council Bluffs" originated from a treaty between the United States and Great Britain that was signed on October 15, 1846 in Council Bluffs

The first permanent settler in Council Bluffs was Elijah Woods in 1847. The community was named for Captain James Ketchum of the United States Navy who had also founded Cedar Rapids in 1846 as an outpost on his ill-fated attempt to cross the Missouri River into what is now Nebraska. In 1851, John Fenton organized a Methodist Episcopal Church and laid out a town block called Fentonville which would become Council Bluffs. In 1862, George Stephenson donated land for a military post on Muscatine Creek which became known as Sioux City (now Sioux Falls). In 1865, following Battle of Peoria Bridge during American Civil War he donated 1/4 mile (1 kilometer) of frontage on either side of Muscatine Creek for a new military fortification known as "Cemetery Hill". This fortification served as an early staging ground for Union General John Bates Lincoln's Invasion of Iowa in October1866. Holdout forces from Council Bluffs besieged Cemetery Hill until March 4th when they surrendered unconditionally without any loss to Union forces. ensuing skirmishes at this location led directly to Confederate General Robert E Lee's decision not to invade Minnesota after all; instead he invaded Virginia instead Council Bluffs saw its peakpopulation growth during World War II with consequent need for housing development across town which began around 1945-1946 followed by suburban growth thereafter until present day when it has remained largely rural with only minor urban redevelopment taking place outside of downtown since then primarily due to Interstate 80 traffic congestion

Council Bluffs, Iowa is a city in the U.S. state of Iowa. The population was 54,307 at the 2010 census. It is the county seat of Moscoty County. The name "Council Bluffs" is derived from a location on the banks of the Missouri River where council meetings were held for early settlers and traders. Council Bluffs grew up around these meetings and became known as "The Town on the Banks." In 1847, General James K. Polk visited Council Bluffs and pronounced it "the best place in America to be born." In 1855, when Senator Charles Sumner announced his candidacy for president, he traveled to Council Bluffs to speak out against slavery before an audience of 10,000 people assembled on Main Street. Sumner was successful in his election but returned home disappointed because he could not win over enough farmers to support him financially while he was in office. The first post office in town was established on July 1, 1857; it served as the administrative center for Moscoty County until 1865 when it moved to Waterloo due to increased postage rates associated with wagon trains crossing theIowa River at that point during their travel downriver from Illinois). The first store built within town limits was operated by Halsey & Sons (later Fritsch's) on State Street in 1861-1862; this store functioned as both a business and residential address until 1924 when it burned down due to fire damage caused by windblown leaves during a storm). In 1923 Mayor Harry Carney donated $5,000 towards erection of a large stone tablet commemorating Iowa natives who had served memberships or foughtin World War I memorializing them at nearby Sanders Field; this tablet still stands today next door along with another honoring local soldiers killed during WWII located just east side First Avenue between First and Second Streets.). During World War II many residents left their homes behind for military service including those who lived near Sanders Field where they erected large billboards reading "We Are Ready To Serve Our Country" (). After war ended many residents decided they wanted back their homes so they sold them back rather than giving them away (); some remain active property owners today.
