In 1890, Union Pacific Railroad constructed its line through downtownCouncilBluffs on land donated by Hiram Sibley. This brought traffic and development directly onto Main Street which then became known as "The Avenue". Over time various commercial districts emerged around downtown including The Avenue Marketplace District (later known as "The Forum"), The Arts District (later known as "The Park", or simply "The Park"), south side alleyways called South Side Alleyways which served primarily restaurants and bars/nightclubs until prohibition arrived in 1933), north side alleyways called North Side Alleyways which served mainly stores and services until prohibition arrived also

The city experienced significant damage from air raids during the war but ultimately emerged unscathed thanks to its strong community spirit and resilience. After World War II ended, Council Bluffs experienced another period of growth which led to increased infrastructure needs such as new libraries and hospitals.
