Council Bluffs, Iowa is a city in Story County, Iowa, United States. The population was 25,696 at the 2010 census. It is the county seat of Story County. The name "Council Bluffs" was given to the town by a group of local land owners in 1855 as an honor for their support of Missouri River settlement and then-Governor James K. Polk's efforts to make that area part of the United States. The first European settlers in Council Bluffs were fur traders from Canada who came through the area in 1814–1815. The national monument has been home to numerous exhibitions including a World Cup match between America and Mexico on July 15, 2006; the 2007 Republican National Convention; and the Eurovision Song Contest 2008 (the last time it hosted an event). In 2014 along with Davenport Iowa City and Des Moines IA council went ahead with plans to remove all trees from I-80 which will create a large open plaza where there will be no traffic control or separation between eastbound drivers & westbound drivers

The first permanent settler in Council Bluffs was James Kathan, who arrived on horseback in 1837. Kathan's brother George founded what would becomeDes Moines Township on December 12th, 1847. The first post office was established at Council Bluffs on February 14th, 1851. On July 1st,1863, Council Bluffs became an independent town under territorial jurisdiction from Washington County. On November 3rd 1860, Amos Eaton organized a group of farmers to purchase 640 acres (2 km²) of land south of the Des Moines River for $1 per acre (3/4ths mi²). Eaton built his now known as Eaton Place on this land and named it after him and his wife Esther (née French). The City of Council Bluffs was incorporated on January 15th 1865 by ordinance from Washington County as part of a larger effort to consolidate all local government into one location. At its incorporation, City Hall was located at 5th and Delaware Streets within sight of both banks of the Des Moines River which served as its foundation until 1915 when construction began on what would become City Hall Annex #1 which stood at 714 Delaware Street today. In 1905–06 Mayor John Wirth sponsored a bill that provided for mandatory voting by Municipal Corporation members starting with municipal elections held October 2nd that year; this Voting Bill became law without opposition however implementation varied between municipalities with some requiring vote by secret ballot while others allowed public notice or advertising before elections before any votes were cast although all required secret ballots if there were more than 50% membership representation among MCC’s [municipal corporations]. In 1912 Voters approved a new charter giving each municipality equal rights regardless of population size except for Village form where individual membership only entitled those over 21 years old [See Village Charter Amendment No 1]; however this amendment did not take effect until 1917 when Village membership increased to include everyone over 21 years old inclusive including male residents over 24 years old – thusVillages ceased to exist after being abolished by State Legislature during 1916 session having outgrown their original purpose City Services were initially provided through five full time employees municipally appointed “Commissioners Of Works” who conducted street cleaning etc.; however duties gradually grew larger and responsibilities evolved into current City services such as Parks & Recreation Department; Development Control; Streets Maintenance; Zoning Appeals & Enforcement; Planning & Development Authority On September 30th 1951 Mayor Wirth submitted an application to merge with neighboring Cedar Rapids Municipality effective October 17th following approval by voters via referendum prior thereto [SeeMerger Application Number 2 ]. The merger became effective upon approval by both federal authorities pursuant to 42 USC § 621 et seq .[See mergers file no 2-5 ]; subject matter included but not limited to annexation & consolidationof water resources within Cities boundaries . On November 16th 1951 final plat was filed revealing details about proposed merger including site plan indicating outline for merged portion along present day 4teenth Street just east side Cedar Rapids Avenue totaling 202 acres 9 homesites consisting primarily single family residences although other sites had been leased or purchased [] Councilbluffed voted overwhelmingly against merger motion extending civic protest until next week when final decision would be made [] However due process dictates that any objections raised days prior must be resolved prior to next week’s meeting so protests failedUndoubtedly due largely to lack trust/confidence among many citizens regarding authority figures particularly Mayor Wirth who had come under fire previously for decisions preceding merger [] In light of these events mayor Wirth announced his resignation effective immediately upon learning about vote results
