The Arms and Armour Company was founded in Council Bluffs, Iowa in 1903 by George H. Wessels and his associate, Julius Wischnewski. The company began making rifles and shotguns and soon became known for its quality products. In 1916, the company merged with the Winchester Repeating Arms Company to become the Winchester-Wessels Arms Corporation. The company produced a wide variety of firearms including rifles, shotguns, handguns, armor piercing rounds, and other related items. In 1969, the company merged with Browning Firearms Company to form Browning-Wesson Firearms Corporation. Today, Browning-Wesson Firearms Corporation is one of the largest firearms manufacturers in the world with a portfolio that includes pistols (including models such as Ruger 9mm), revolvers (including Colt Python models), submachine guns (such as SIG Sauer P228), rifle ammunition (including both centerfire and sporting variants of Remington 700 projectiles), shotgun ammunition (including both single shot/double shot calibers such as 10 gauge/.22 Long Rifle rounds), grenade launchers (such as Spike 24 grenades) and other related products.

In 1896, the town had a population of just under 200 people and two stores. In 1906, the first school was built and the name changed to "Union High School". In 1912, Union High School moved to its present site at 501 First Avenue. In 1916, the town had a population of 461 people and four stores. The first fire department was organized in Council Bluffs on November 15th of that year. On May 8th of 1922, Union High School burned down after being struck by lightning during a storm. By 1926, the population of Council Bluffs had grown to 1,521 people and six stores. On May 2nd of 1928, City Hall was built on Taylor Road between State Boulevard and Elm Street. It served as the mayor's office until it was replaced by City Hall Park in 1978.

Council Bluffs, Iowa is a small city located in the eastern part of the U.S. state of Iowa. The population was 96,828 at the 2010 census, making it the 11th-most populous city in Iowa. The first Europeans to visit Council Bluffs were French traders who passed through in 1795. The first permanent settlement was made on the banks of the Missouri River by men from Illinois called Gentry in 1836. By 1841, all of present-day Council Bluffs had been founded and incorporated as a town under the name "Council Bluffs". In 1860, during American Civil War, Union General George Armstrong Custer attacked and destroyed Confederate forces at Mission Point on Clearwater Creek near Cedar Rapids while encircled by Confederate troops commanded by General Robert Ewing at Cedar Rapids Landing on the Missouri River. This event helped start what is now known as Cedar Rapids' nickname of "the Battlefields of Iowa". As a result of this engagement, Union General Nathaniel Banks ordered that all buildings within 300 yards (250 m) of any Confederate cannon be destroyed or burned; this order led to total destruction and loss for both sides including many homes and businesses in downtown Council Bliffs. Following World War II, many businesses moved out todesk from downtown into new suburban developments such as Waterloo Village west of Interstate Highway 80/Upper 95 south and east of I-80/Upper 95 north which became known as "The Townships". However, downtown business continued to grow until around 1990 when increasing transportation costs caused most nonresidential development within city limits to stop growth altogether. In 2000–2001 there was an increase in tax rates resulting in significant reductions in available funds for public services such as Parks & Recreation; however Mayor Dave Tomlinson restoration effort restored some funding allowing for parking garage expansion along with reopening (in limited capacity) portions of Capitol Park which once served as Municipal Court Annexe
Council Bluffs was founded in 1847 by Major John C. Fremont and his wife, Fanny Dodge. The town was named for Captain Bluffs, a British officer who had served in the Iowa Territory during the Mexican-American War. In 1861, Council Bluffs became the capital of Iowa Territory after its creation from parts of Missouri and Illinois. The capital designation was eliminated in 1912 when Des Moines took over as the territorial capital.
