Council Bluffs, Iowa is a city in Iowa County and the seat of Council Bluffs Township. The population was 31,570 at the 2010 census. It is the county seat of Council Bluffs County. The main industry in the city is agriculture, with farming constituting over 60% of business activity. Additionally, there are several garment plants and other manufacturing businesses located in the city as well. The first settlers to Council Bluffs were French Canadians who arrived in 1827. They erected a log cabin on the east side of town and built a road to connect it with Montreal. By 1840, many families had come to live in what is now Council Bluffs; most of these were farmers who raised livestock and grew wheat and other crops. In 1854, Congress passed an act designating Iowa as a territory for Indian Territory; this made land available for settlement by non-natives. As Indian Territory was opened up, more people began to arrive in what is now Council Bluffs; some brought their animals with them and others started small businesses that functioned until 1940 when production ceased due to World War II dietary restrictions. In 1907, President Theodore Roosevelt designated Council Bluffs as the temporary capital of Nebraska because Omaha was being constructed at that time on the then unincorporated area near Sioux City (nowSioux Falls). At that point, all new legislation was transmitted from Omaha through Des Moines until it could be sent directly to Washington D.C., so it wasn’t published or discussed further inside Nebraska until after Roosevelt left office in 1909 (although he had intended for Omaha to remain interim). This situation changed when Nebraska became a state on April 12th 1912 following its admission into the Union; accordingly, all correspondence going through Des Moines should now go through Sioux City instead since that's where government buildings were located then (though they still took care not to publicized this change too widely lest Nebraska become an embarrassing laughing stock). As part of this transition process from territorial status to statehood, legislation Was filed establishing Sioux City as both the permanent capital and governing body for all Native Americans living within its borders regardless of tribal affiliation – something never before done! So effective was this move that by 1916 both Sioux City AND Omaha had outgrown their respective jurisdictions so a new council was elected consisting of 19 representatives from each municipality plus 1 representative from each tribe/chieftaincy within Indian Territory – making total 99 members including 1 mayor every 4 years henceforth! Today’s structure remains much as it did whenCouncilBluffstownwas established: A mayor & nineteen councilors representing wards throughoutthecity while1residential ward exists outsideofthecouncillimits! Government services currently provided by PCS District 22 include street cleaning and litter pickup along Withrow Avenue between 5th Street West & 6th Street South; parks maintenance including lawn mowing & weed control; emergency response including ambulance service; water softening & piping etc.; public health inspections for food poisoning outbreaks etc.; data entry for various social media platforms like twitter/facebook/youtube etc.; waste collection from schools (& surrounding neighborhoods) during lunchtime hrs.; trash removal also occurring during lunchtime hrs., occasional light police presence downtown if needed
