In 1860, beginning with a large influx of new arrivals followingCivil War Reconstruction, development began around town including construction of mills and churches such as Stroud's Episcopal Church which stands still today (opened to worshippers again in 2006). By 1870, over one thousand homes had been built north of town along Missouri Avenue while only sixty homes were located south of town across State Street between Watertown Road and Mill Creek Boulevard; this growth was due to railroad expansion into centralIowa during this time as well as increased demand for agricultural land near major cities like Chicago and Minneapolis-St Paul Minnesota." The decline of textile production during World War I led to large outflows from Council Bluffs; however banking opportunities helped revive local economy after hostilities ended."
