In 1870, when the Burlington Railroad reached this area through a construction project by railroads commissioner John Crouch, Merchants Association member George Preble donated land for a depot and foundry on North Third Street between Market and First Streets (now North Fourth Street). In 1895–96 when farmers began to grow corn for ethanol production within walking distance of the new refinery property on Cherry Avenue just south of town limits (now part of I-80), they petitioned for a millinery district within the township so that their products could be marketed statewide without having to go through Des Moines or Waterloo multiple times. A meeting was held on November 5th (the day after Thanksgiving) 1896 and 6th (the day before Christmas) 1897 resulted in citizens electing two representatives to build an effective millinery district board which met monthly until 1907 when it became an elected body subject only to township regulations. In 1911 voters decided not to adopt a school trusteeship system; instead they formed three school districts each electing two trustees who presided over schools within their boundaries while also serving as directors for other townships outside their jurisdiction: One District School Board members were appointed by Governors as part of special education programs; these “district” members functioned more like superintendents than teachers because they supervised all areas except music or physical education classes where pupils were privately taught under qualified principals according to state law…. Today there are about 150 residents living mainly in downtown Burlington proper with several hundred more scattered throughout the surrounding rural communities including Pella Proper (northwest boundary), Galesburg Proper (southwest boundary), Newton Proper (southeast boundary), Brooklyn Heights/Brooklyn Center/Brunswick Village/Wichita Center ( northeast boundary), Harlem Park/Harlem Hills/Havana West Village ( northwest boundary) and Mount Pleasant Township east side which includes Mount Pleasant Cemetery located adjacent to downtown
