The first inhabitants of Burlington were the Sioux people. The town was founded by John Fetterman in 1855 and named for George Washington Pemberton, 3rd Baron Burlington. Burlington became an incorporated city on December 15, 1893. In 1847, Drury Price built what is now called Price's Mill on present-day Canal Street in Burlington. Price employed 200 slaves to operate his mill which produced lumber and other goods until 1861 when he sold all his slaves to Samuel Morse and Alfred Vail for $3 million. Prior to this time, slave trade had been legal in Iowa because it was part of the Underground Railroad network. The first post office was established at Burlington on November 30, 1853; it closed on July 6, 1865 due to flood conditions that caused extensive damage to the town center and infrastructure. On February 17, 1907, construction began on what is now known as State Capitol Hill across from present-day City Hall in downtown Burlington. The cornerstone for the building was laid by President Theodore Roosevelt on May 2nd with assistance from Mayor Isaac Newmark (later Governor) and United States Congressman Charles Wickersham (future Prime Minister). The building opened its doors to the public on October 9th of that year! On September 16th of 2006,[1] during Hurricane Katrina aftermath], a large tree fell onto Interstate 35W just south of downtown Burlington; causing significant damage both inside and outside Headquarters Building which housed many government agencies including FEMA as well as numerous businesses such as BP/Chevron who lost much equipment or structure within inches or even centimeters depth![2] A massive cleanup effort ensued with over 1 million gallons(!) being poured into Lake Ontario; however much remains still unidentified[3][4][5]. In total more than $40 million has already been allocated towards reconstruction efforts but there are still many questions unanswered including: where exactly*(*the costs associated with rebuilding have actually risen*) [*$20 million remains unallocated funds which could be used for similar endeavors elsewhere*]; how long will it take?[] [*still not clear some aspects about Katrina such as claims made by officials suggesting federal money should have been available sooner*]; who footed most of those bills?;;; [*a question that will continue to dog Quincy residents throughout their recovery][/6]
