In 1920, Mayor John Ahern put together a committee to study ways to improve democratship throughout the state of Iowa and recommended giving town meetings instead of just one vote per person on county resolutions. In 1922, Representative Harry Emerson Smith (D-Des Moines) introduced a bill into Congress calling for township meetings instead of individual votes on resolutions within each township. This bill passed out of House but did not make it far into Senate before being vetoed by President Warren G Harding due to its high costliness and lack of support from across party lines. After World War II ended with Japan's surrender, many Americans left their homes behind and began moving back into cities such as Chicago and New York City which created new demand for homes along Interstate 94 which crossed through Ames briefly during the construction process
