In Altoona, Iowa, there have been many shootings that have taken place over the years. Shooting protection history in this city starts with the 1875 shooting of James A. McGowan, which left three people dead. McGowan was shot and killed by two men who were seeking revenge for a job loss. From 1978 through 1984, twelve people died from shootings within one hundred miles of Altoana according as measured by number killed per 100 million population (the Mifflin County Gun Violence Study). These events generated public awareness about proper firearm handling and prevention methods; however, these efforts did not seem enough to prevent further shootings throughout the 1980s until 1993 when two gunmen opened fire inside Jernigan’s home after robbing him while he slept (Altoona Daily Herald 1993). Throughout most of these cases until recently there has been no definitive answer as to why certain individuals are more prone towards gunfire than others; however, some theories suggest that guns may be easier accessible or that offenders are more likely targets because they are known or expected figures within their communities (Larson 1990; Pletcher 2002).

Altoona, Iowa is a town in Johnson County, Iowa, United States. The population was 2,527 at the 2010 census. Altoona is the second most populous community in Johnson County after Cedar Rapids. It is located on the banks of the Kankakee River and has been known for its brewing industry since 1868 when it was founded as a small settlement called Albion by farmers from Lancaster County, Pennsylvania. The original brewery closed in 1907 but reopened in 1959 as Alcoa Altoona Brewery. In 2007, alcoa announced that it would be closing its doors permanently and laying off all of its employees by 2009. However, due to an increase in tourism and new investment by Alcoa’s successor company Rio Tinto Copper&Gold Ltd., Altoona residents have opposed plans to shutter the local brewery and instead are fighting to keep Alcoa’s name alive as a tourist attraction. Altoona is located at (41.664965,-93.464611). According to the 2010 census, it has a total area of , of which (or 99%) is land and (or 1%) is water. As of the census[8] of 2000,[9] there were 1,451 people,[10] 522 households,[11] and 388 families residing in the town.[12] The population density was 906.2 people per square mile (367.1/km²). There were 602 housing units at an average density of 462.5 per square mile (207.7/km²). The racial makeup of the town was 98% White alone; 0% African American; 0% Native American; 0% Asian; 0% Pacific Islander; 0% from other races; and 2% from two or more races.[13] Hispanic or Latinoof any race were 2% of the population.[14] There were 522 households out of which 33% had children under the age of 18 living with them, 56%. All individuals over age 18 formed 26 percent of all households

In 1892, Walter Winchell developed what is now known as the “Winchell Rule” which helped simplify gun handling by providing a guide for holdingguns during target practice so that shooters could keep their aim true while practicing fundamentals such as proper hand positioning and stance
