As an all-white town until 1972, WestFIELD experienced some African American residents during its early years but they gradually left or were integrated into other white communities within Clinton County after that time. In 1999-2000 there was a campaign run by then Mayor Tom Barrett to open up more businesses opportunities for minority populations in Clinton County through various measures such as increasing access to credit cards and creating summer jobs for local high school students living away from home during winter months (a program called "My Blue Horizon"). The campaign also included protesting against proposed cuts to funding for county government which would have affected programs like parks and libraries which are important to many minorities in Clinton County. Ultimately this protest failed to achieve any significant changes but it did generate some media attention which may have been helpful in attracting support from more affluent businesses within the county for similar initiatives down the road should they be introduced later on
