Valparaiso was founded in 1795 by the brothers Philip and James Valpo. The Valpo brothers were natives of Venice, Italy. The town grew quickly, and by 1828 it had a population of around 1,500 people. By 1830, however, Valparaiso had become an important commercial center due to its location at the confluence of several rivers - including the Wabash and White Rivers - making it an ideal spot for smuggling goods into and out of Indiana Territory. In 1836, Valpo Brothers merged with another Italian-American community called Rising Sun to form the largest Italian American Community in America. This merger led to increased competition between the two groups and eventually resulted in violence and riots that destroyed most of Rising Sun's property. In 1840, following this event, Valparaiso became an independent village governed by a board of selectmen made up mostly of local farmers. In 1861, during the American Civil War, Valparaiso sided with Union forces over Confederate ones and consequently lost much business and social significance within their own community. However, because federal troops were stationed nearby throughout the conflict (and many businesses remained open), valparaiso continued to remain largely unaffected by war efforts overall. After Reconstruction ended in 1865 – following which white Americans returned to control over most aspects of life in southern Indiana – efforts began underway among some African American residents adjacent to downtown Valparaiso to create a black neighborhood separate from white ones (the so-called "Negro Patch"). However these plans never achieved fruition; instead all black residents who wanted one choseto live within walking distance or close enough for shopping but not too close for residential purposes).
