In 1846, when Missouri enteredthe United States through her admission into Confederation as a resultof the Kansas-Nebraska Act (1854), St. John became one of fourteen Indian reservations consolidated into Kansas under General George Armstrong Custer's orders following his campaign against Native Americans in 1864 known as "The Great Sioux Campaign." Following World War II, when American Indians were placed into agencies run by various U.S.-government factions such as those managed by Indian Affairs Commissioner formalized under President Harry S Truman's administration program known as "Agency Management Number 2," much land east and west side Ottawa Street between Second and Third Avenues reverted back to Indian control effective January 1st 1951 subject only to periodic lease or purchase from Federal authorities; however access remains restricted from vehicular traffic thru use only for agricultural purposes/purchasing land/accessory buildings & areas used for military post office
