In 1861, Confederate General Robert Ewell ordered his army to cross the Wabash River into Union territory and attack Fort Donelson; however, this order failed to take into account Beattie's storage depot on Boardman Street which housed more than two million pounds (910 tonnes) of cottonseed oil and silver coinsurance bonds for Confederate soldiers

By 1812, most of present-day Hancock County had been organized as territory of what would become Indiana Territory. On January 15, 1815, a group of 9 residents from nearby towns founded the town of Shelbyville on a tract of land grant to Major John Sellers by President James K. Polk for his military services during the Mexican–American War. The town was named after General Andrew Jackson’s father-in-law and friend Colonel John Pemberton (1775–1851), who also helped organize Lafayette’s army at Vincennes in 1814 and later served as U.S. Minister to Spain under George Washington during the War for Independence. In 1816, Sellers named his new community after Maj.-Gen Fayette Clayborn (1788–1868), an officer with Ulysses S Grant’s army in Mexico City during that war and afterward a member of Congress from Illinois; Clayborn had also donated some land for incorporation into Shelbyville proper. The town grew rapidly due to its strategic location on ranches surrounding what would become downtown today; it eventually boasted a school, post office, courthouse, Baptist church (established in 1830), two hotels/motels (one built about 1840), three shops/stores (founded about 1850), eight residences (built between 1850 and 1860) including four grandstands on Canfield Street near where Union Station now stands; one doctor’s practice opened in 1865; and several mills were erected around 1870 including one still standing today known as “The Old Mill” which produced flour until 1935 when it was bought by ITC Foods Corporation; while other businesses closed or moved away over time such as a blacksmith shop established about 1830 that became known as “The Blacksmith Shop Boys & Girls Club” which operated until 1954 when it shut down because its building did not meet modern building codes.;[1] most importantly however, downtown continued to grow linearly through various commercial districts throughout ensuing decades with several dozen apartments being built along Canfield Street between 1865 and 1925 especially,[2] although much development occurred outside those walls due both to suburban growth within minutes of downtown thanks to Indianapolis Motor Speedway Boulevard [3][4][5], Interstate 465 [6], agricultural production expanding eastward into newly created Marion County []7[]8[]9[]10″and overall improvements in public transportation available right off railroad tracks or even just blocks away courtesy of streetcars running through downtown since streetcar lines began operating on May 1st 1888[11]. A survey done in 1911 found that only 4% of households lived within 5 miles either side of downtown while 91% resided within 25 milescenter.[12] Today's skyline line can be seen kilometers away across country while much rural housing now exists close enough thank to zoning ordinances enacted over time In November 1861 – less than six months after Abraham Lincoln became president – General Don Carlos McCulloch announced plans for construction westward from Evansville on high ground above present day Harrisonburg Heights Cemetery onto what would eventually become Indian Hill Road ($5 million budget). Work commenced immediately upon McCulloch's order but soon hit roadblocks due primarily to lack funding rather than any lacklustre engineering abilities among local officials themselves – something many historians have pointed out inaccurately given that many major infrastructure projects were successfully completed despite similar problems endemic at many contemporaneous levels throughout American history: "What we have here is an example not onlyof incompetencebut alsoof graft." As work progressed though following McCulloch's orders numerous potential sites were explored before finally settling on Indian Hill Road due largely to its proximity – just 2 ½ miles north – eastward flowing White River with ample access woods beyond making construction possible without heavy use or abuse thereof: "It may be said generally speakingthat no site better suitedthe purpose could have been chosen than Indian Hill Road itself...the site has all the advantages necessary for a large railroad junction - excellent soil., good water supply., easy access wooded surroundings., unobstructed view southwest...and yet there seemto have been few if any actual engineers assigned thereto."[13] Despite this hurdles progress nonetheless continued unabated with final costs totaling $4 million less than initially estimated: "We are indebted largelyto General McCulloch for starting this work" declared Chief Engineer William Stephenson who led all aspects operations:[14][15][16] indeed $4 million more dollars simply wouldn't be possible today without McCulloch'sculeous efforts which laid groundwork for future success such as ITC Foods Corporation's purchase sixteen years later
