Shelbyville was founded in 1824 by Colonel John Shelby and his wife Anna Belle Smith. The name comes from Old French Saint-Cloud and English Shelburne. The first post office in Shelbyville was established on December 3, 1826. In 1830, Shelbyville became a village when it incorporated as part of the smaller town of Carmelitesburg. There were only twelve residents in 1830 and three in 1840; however, by 1845 the population had grown to fifty-three people when it incorporated as a city. The first mayor of Shelbyville was James Ayer (1830–41). In 1854, General Oliver Hazard Perry began his military campaign against American Indian traders near present-day Carmel and occupied many small towns along the way until he reached Shelbyville on November 12th with orders to march through to Fort Wayne and expel all Indians from that region. On January 15th of that year, General Perry's column reached within two miles (3 km) ofpresent-day Shelbyville after spending several days marching through snowstorms en route On February 2nd of that year Confederate forces under General Braxton Bragg crossed over the state line into Indiana Territory and began their invasion of Union territory beginning what would become known as "The War for Democracy." When news arrived at Fort Donelson that General Sherman's army had entered Atlanta on July 4th, 1865, Confederate generals ordered their troops to withdraw southward rather than fight an open battle which would have resulted in more casualties for them but also surrendered without any gain for Union forces
