Shelbyville is a city in Shelby County, Indiana, United States. The population was 10,883 at the 2010 census. It is the county seat of Shelby County. The city was founded by John and Martha Shelby on November 12, 1824 as a small community on the east side of the Muhlenberg River. The first post office in Shelbyville was established on October 17, 1827. The town grew rapidly due to its location on the Ohio River and its access to transportation via boat or horseback. By 1830, it had a population of 2,500 residents and became an important trading center for farmers along the river. In 1831-32, surveyors laid out a plat for what would become Shelbyville Township; it included all of present-day Shelbyville and parts of today's Highland Heights and Whitehall townships. On July 15, 1833, the township's first courthouse was erected at what is now Main Street/Route 30A in downtown Shelbyville. In 1840, John Fenton built an estate along Green Creek near present day Union Station which became known as "Fenton Manor". This estate served as both a summer home for members of Congress (1841-45) and as a wintering ground for generals during World War II. Fenton also donated land to make way for DeKalb Avenue/I-465 in downtown Memphis from his holdings in downtown Shelbyville eastward into that boroughs limits; this street now borders Old Highway 66 around Memphis University Park south of Interstate 65 north of I-65 exit 34B near Royal Oak Shopping Center northeast adjacent to FedExFields Home Depot Store across Louisiana Ave from US 63 exit ramp off Interstate 65 away from I-65 just after interchange with I – 462 (exit 64A) – making it one block wide between interstate highways exiting Memphis onto I-465 In 1865 Surveyor Henshaw laid out lots adjoining what are now Elmira Road (now State Route 5), Main Street/Route 30A (now Elmira Rd.), High School Road (now SR 5), Court House Road/SR 6 (which bisects Highland Heights today), Ford Chapel Road (now SR 7), Broadway Boulevard/SR 8 (now Broadway St.) within present day Elk Grove Village; these Lots were part of preemption claim #2 made by Jonathan Edwards heirs under patent 3191 granted May 11th 1800 & claimed by Solomon Marks heirs under patent 4005 dated Jun 1st 1800
