Shelbyville was founded in 1815 by John Shelby, a Revolutionary War veteran and landowner. The community grew rapidly after the opening of the Erie Canal in 1825, and by 1830 it had a population of 1,500. In 1834, Shelbyville became a town when the Indiana General Assembly passed an act creating townships in present-day Indiana. The town's first mayor was James A. Sprague.
