However, most developers foundered due to lack of investment or political correctness which discouraged them from building in traditionally black neighborhoods such as those around Sherman Avenue or Montrose Avenue where they would have been able to tap into African American wealth that had been hidden before. As a result, many African Americans left Seymour for other urban areas throughout south central Indiana while white residents continued to increase their population size at an alarming rate although their incomes remained largely unchanged since the early 1900s
