In 1902-03, Raymond Hogue donated land to be used for a county jail and courthouse; this jail and courthouse are now known as the Hogue Courthouse Museum inside of the former courthouse building on Main Street (now called US Route 11). Richmond also saw some significant growth during World War II when many factories were built to support wartime production including two large munitions plants: Republic Steel Works on North Main Street (now State Road 511) and Westinghouse Electric Corporation's Munitions Plant #2 on South Main Street (now State Road 512). The city annexed much of rural Hancock County between 1956-1960 making it difficult for most residents to continue living within their own community without government assistance; however, this annexation did not occur until later after more than 1 million people had moved into Indianapolis through annexation programs across all fiveIndianapolis metropolitan areas over these years despite high competition from other cities seeking to become "metropolitan" status via annexations programs during this time period.
