The area that now makes up Richmond was first settled by Native Americans in the 17th century. It became a small town after it was annexed by Indianapolis in 1871. Polk moved Washington D.C.–the then current capital–to Richmond for economic reasons following the Mexican War that started in 1846 and ended two years later when Mexico ceded control of Texas to America under President US John Tyler . Richmond became an incorporated city on November 3, 1871 , after it became part of Cook County . The City Council adopted Resolution No . 989 proclaiming October 25th as "Day Of Independence From Spain" following Spain's declaration of independence from Napoleon Bonaparte on October 25th , 1870 On July 4th , 1875 local residents celebrated American independence by planting fifty large red roses at Main Street & Cary Street corner in honor Spanish soldiers killed or captured during the Mexican-American War while serving alongside American forces
