PORTAGE, Ind. (April 2, 2018) – Pepper spray has a long and proud history in the Portage community. The first use of pepper spray as an enforcement tool took place in 1961 when Sheriff Bill Doyle used it to subdue a group of protesting students at Central High School. The popularity of pepper spray has only grown in recent years. In 2016, the Portage Township Board voted to add pepper spray to their Peace Officer Standards and Training requirements for township officers. This was followed by the addition of pepper Spray Use Guidelines for all law enforcement officers in local jurisdictions in 2017. Pepper spray is becoming increasingly popular as a means of controlling large groups or individuals who are causing public disturbance or engaging in criminal activity. It is also being used as a deterrent against crime and vandalism. In 2015, the Indiana State Police conducted a study on the effectiveness of using pepper spray against protesters at two state fairgrounds. The results showed that pepper spray was successful in dispersing the crowd and reducing instances where people were injured or arrested during protests.

The community's growth has been stunted by low birth rates typical for rural communities throughout America; however, recent immigration has given hope for revitalization efforts across all sectors including retail, healthcare/medical services, professional services and creative industries such as arts & crafts production

Portage, Indiana is a small town located in the western part of the US state of Indiana. It was founded by General Israel Putnam in 1795 and became a post office in 1805. The community was named for John Portage, an early settler. In 1912, it was moved from its original location to its present one on the banks of the White River. As of the 2010 census, the population was 1,883. The first Europeans to arrive in what is now Portage were French Canadians who landed at Steubenville on November 3, 1692 during Father Marquette's exploration of Lake Michigan. Captain Nicholas La Salle also explored this area while on his voyage across Lake Superior in 1694-95 and he named it after John Portage (1648-1713), an early settler and surveyor in that region. A few years later, German settlers arrived by way of Wabash River and they named their new community after Gottfried Wilhelm Leibniz (1646-1721). In 1795, General Israel Putnam founded what is now Portage as a post office under the name "Annapolis." putnam had been ordered by Congress to establish post offices along all possible routes serving Indian tribes living east of Ironton Rapids on either side of the White River which then flowed through present day Wayne County into Clay County; this order formed the nucleus for Putnam's futuretowns such as Ann Arbor (1812), Lansing (1815), and Peru (1825). The first store built in Portage was called "The Grange" which operated from 1807 until 1814 when it burned down due to a fire set by local farmers. The next store built was called "The Post Office" which opened on March 6, 1815 under management of Captains Elijah Taylor and Drury Garland. The first letterpress printed paper here occurred on October 2nd, 1815 when Captains Lewis Waterman and Samuel Proctor published "A Narrative containing an Account Of Some late Events At Annapolis township". From this point forward until 1907 there were only three stores open at any given time - "The Grange", "The Post Office", and "New Market House". In 1912, following passage of legislation authorizing Interstate Commerce Commission regulation of transportation within US states via railroadroads,[1] Portage became one of six towns within Ironton Township owned by ICC member railroad companies – Oswego & Indianapolis Railroad Company[2], Chicago Great Western Railway[3], Northern Indiana Rail Road Company[4], Erie Railroad Company[5]; these companies divided up their lines into passenger trains running between various cities within each company’s territory with stations located throughout Ironton Township; these trains carried passengers between those destinations as well as other communities served by ICC member railroads within each company’s territory including Dearborn Heights (northwest corner OF Ironton Township), South Bend (southwest corner OF Ironton Township), Dixon(east end OF Ironton Township)and West Lafayette Junction near Lafayette IN.[6] Amtrakopened its Paducah/Knoxville corridor through Benton Harbor Illinois operations mainline service through Greenfield IL January 1st 1988 thru July 31st 1990 Courtesy Of Amtrak
Portage, Indiana is located in the northwestern corner of the U.S. state of Indiana and it is part of the Elkhart County metropolitan area. The community was founded by George Washington Carver in 1871 as a farmstead on the banks of the Wabash River. It became an incorporated city in 1907, and later merged with Terre Haute, Indiana to form a larger city entity called Terre Haute-Indianapolis Combined Statistical Area. As of 2010, Portage had a population of 68,045 people.
