Portage is a city in and the county seat of Portage County, Indiana, United States. The population was 9,751 at the 2010 census. It is the largest city in the county by population. founded in 1836 by James Neely Richardson as a small port on the Kankakee River within what is now downtown Chicago, Illinois. After several failed attempts to establish a permanent settlement on the site, Richardson surveyed and laid out what would become Portage in 1838. The first post office was opened in 1840. The town developed quickly due to its location on the river and its natural resources: timber, coal, water rights, and farmland. In 1846-47, local farmers formed the Indian Territory Railroad Company to build a railroad from Indianapolis to Fort Wayne; this project was eventually completed in 1850. In 1862-63 during American Civil War (1861-1865), Portage served as an important military base for Union forces attacking Confederate General John Cuthbert's army near present day Lafayette Heights on Mount Prospect Avenue NW in Philadelphia Township. In 1865–66 when Indianapolis became Union capital after becoming an organized city under federal jurisdiction following Reconstruction following America's lost war with Mexico – Portage continued serve as Indiana’s third (and last) capital City with government operations continuing until 1889 when that function shifted to Indianapolis. During World War II (1939-1945), many manufacturing plants were built around Portage including aircraft production at Wright Field adjacent to town limits; automotive production at Goodyear Plant #1 outside of town limits; ammunition production at Howland Ammunition Plant #2 just east of town limits; shipbuilding yards at Phelps Shipyard #5 along Kankakee River near current day US Highway 12; numerous other industries also located around or within walking distance of downtown including food processing plants such as Armoury Foods Incorporated which had its first factory open in 1898 next door to headquarters for then president James Hickey Armstrong – one of America’s very first food processors The decline of manufacturing throughout most of Indiana during this time period contributed heavily to local economic stagnation during postwar decades while Downtown Chicago continued experiencing rapid growth spearheaded by major real estate developments including large apartment buildings erected along Dearborn Street between Michigan Avenue/Northwest Side and Wacker Drive/Southwest Side beginning about 1945 which created extensive traffic jams going down Dearborn Street each morning peak hour leading up until about 1975 creating urban legends among motorists about “the red light district” located adjacent Wacker Drive Southwestern side where prostitution took place until it closed down approximately1975 vernacular names associated with this area such as “the Loop” have persisted into present day . Despite efforts made over recent decades via various commuter rail lines running through downtown Indy making it much easier access for residents from suburban areas – today only a few blocks away from original red light district remnant known locally simply as “Downtown Indy” remains largely vacant although nearby Wexner Center has experienced significant redevelopment recently) . nonetheless some aspects still remain unchanged e.g., high density housing developments are still popularly found close to I-465 /I-670 interchange providing easy access both northbound and southbound traffic especially westward towards Downtown Indianapolis however fewer jobs are available for people living there currently compared historically years ago despite increased investments over recent years

The name "Portage" originated from its location on the portage between the White River and the Michigan River.
