The town's history mirrors that of its Native American residents: it has been struggling to stay afloat since being made part of Indiana without any voting representation or financial assistance from the state government. However, efforts are underway to rectify this situation; for example, there is currently a campaign being waged to get Peru onto the State Council for Community & Economic Development (SCCED), which would give it more say in how its money is spent. As one of only two towns in Union County with no federally recognized Indian tribe residing within its borders – as well as one also completely lacking any historical significance – Peru has faced challenges along with many other communities throughout Indiana during recent years due to shifts in federal policy related to tribes' status within America. For example, since 2000 four ranchers who grazed their cattle on tribal land near Pikeville have been charged with grazing on federal land without permission; this decision will determine if these ranching operations continue apace or if they must stop because they lack legal protection from government encroachment. Peru, Indiana was founded in 1814 by the Pecos Battalion of the United States Volunteers. The village was named for José de San Martín, who led a successful revolution against Spanish rule in Chile. The first permanent settler in Peru, James Hogg, arrived in 1821. In 1830 he built the log cabin on what is now known as Seventh Street and erected the first schoolhouse there. He also developed a small market and mill around this time. In 1833 John Fenton arrived from Ohio with his family and set up shop near where Seventh Street meets High Street. He built a large frame house which still stands today at 419 High St., Peru. Fenton became an important figure in early Indiana politics and served as Mayor of Peru from 1835 to 1840 and as County Judge from 1840 to 1845. He also founded the Lima Female Academy in Peru in 1830 and donated land for it in 1836. In 1865 he sold his land to become part of Evansville; however, he continued to live there until his death in 1901. His home still stands today at 5th Ave./High St., Evansville (now part of New Vienna). In 1850 Abraham Lincoln came through Indiana on his way to President George Washington’s inauguration outside Washington D C; he stopped at Peru on his way southward . Abraham Lincoln was so impressed with the town that he ordered local builder James Wickersham to build him a wooden courthouse which was completed just after his visit . After the end of slavery in America, many white men began moving into Indiana Territory due to its rich natural resources such as coal and timber. Many Peruvian landowners turned over their lands to these newcomers, leading to another name change - "Indiana Township". This trend continued throughout much of Indian Territory before it ended with the admission into Union of Kansas
