Hispanic Americans began settling in the area that is now Peru, Indiana in the 1830s. The first white settler was Manuel Martinez who arrived in 1835. In 1848, Mexican immigrant José Maria Vargas settled in what is now Peru and began to operate a tannery. In 1870, United States vied with a dispute over land rights between Mexico and the United States over the Yucatan Peninsula led to American annexation of that region which made Peru part of America. The U.S.-Peruvian Treaty of 1888 recognized this annexation and provided for an arbitration process to decide the issue of title to lands within the newly acquired territory. The treaty also contained provisions for an annual fair between American settlers and Peruvians, as well as for military training between American forces and Peruvian troops on both sides of the border skirmishes were common occurrences during this time period. Over time, many more Americans moved into Peru and it eventually became one of America's most ethnically diverse countries with significant Spanish-speaking populations as well as sizable pockets of Indian and German-speaking communities. In 1911, due to increased immigration from Latin America following World War I, Peru had an influx of European immigrants which led to its first census taken since independence from Spain in 1903. This census revealed that there were 479 people living in Peru who selfidentified as Hispanic or Latino Origin (Latinos constituted just under half of all Peruvians). By 1920 however, this number had swollen to 1,362 individuals who identified themselves as Hispanic or Latino Origin (of which nearly two-thirds were Spanish speakers). A variety of social programs were put into place by local governments across Lima specifically catering towards Latinos during this time frame such as Job Corps/Training Centers established around 1930 called "Liga de Trabajadores de la Mujer" (Women Workers League) which aimed to provide work opportunities for poor women regardless their race or ethnicity; health clinics opened up throughout Lima catering exclusively towards Hispanics since most native doctors could not serve those communities because they did not have licenses; public education efforts were geared towards socioeconomic upliftment among Hispanics through language instruction programs including mass media campaigns targeting youth throughout school hours; special provision was made for bilingual newspapers published inside schools; agricultural production was oriented towards feeding Puerto Rican families displaced by Hurricane Catástrofe while new industries such as textiles started up specifically catering towards Chicano/aurban consumers; religious services offered at various churches frequented by Hispanics included morning Mass followed by churros breakfast at lunchtime before going back home where they would participate in other religious services throughout the day until evening services ended late night curfew typically lasting until 6 am local time
