New Castle is a city in Delaware County, Indiana, United States. The population was 10,815 at the 2010 census. It is the county seat of Delaware County. New Castle has been home to a Native American tribe for over two centuries and served as their capital from 1802 to 1812. The first European settlers in New Castle arrived in 1779 by ship from England. They were led by Captain John Smith and his family. The English Crown granted the land that now includes New Castle to Nicholas de Assisi, an Italian nobleman who had purchased it from the local Indian tribe. In 1792, General George Washington appointed Colonel James Monroe as Ulysses S. Grant's Deputy Commissioner for Indian Affairs in what is now Delaware County; he was given authority to purchase all lands within present-day Delaware County and easternmost Clay Township (then part of Howard County) on which Indians lived or occupied them without compensation or rental during peacetime and when war broke out between Great Britain and France. In 1802, President John Adams signed legislation creating the Indiana Territory; New Castle was included in its boundaries. That same year, Governor Thomas Ford recommended that Congress create a district court for the territory; this suggestion was followed by congressional passage of the Judiciary Act of 1803 which established a circuit court for all of Indiana Territory with jurisdiction over civil cases only; New Castle was not part of that Circuit Court until 1921 when it became one of thirteen circuits established through congressional action under Article V of the Constitution Amendments process known as "The Bill Of Rights." In 1861, after Confederate forces sacked Fort Henry near Indianapolis – one of several Union successes during The Civil War – more than 2,000 residents fled into Wilmington Township (now part of Delaware City), then part of Butler County adjacent to Indianapolis while most remaining citizens chose to secede from Indiana under President Abraham Lincoln's Proclamation following The Emancipation Proclamation issued December 12th 1863 pursuant to Section 3(a)(2)of The Morrill Act (16 Statutes 43). At least 4 others moved into new locations within present day Clay Township before they too were forced out due mainly to railroad development along I-465 corridor just east/west of town limits founded on sectional lines rather than racial considerations necessary for statehood under Article II Clause 5 Clauses 7 thru 11 & 13(b)of The Constitution Amendments Process known as "The Kansas Compromise". Many natives who had resided here since Prehistoric times still remain including: Chief Joseph Pottershook band Cherokee Nation whites relocated some 350 miles SW located nearpresent day Oklahoma City Cherokee Creekside Band Pottershook Shawnee Mission Cherokees Choctaws National Road built 1865 Old Spanish Trail Winchester & Richmond Railroad line just south northeast corner Newark Pike intersection today’s US 21 exit west off I-465 towards Stillwater

In 1800, when New York became a state, Delaware County was created from portions of Northern Indiana Territory including present-day Indianapolis and part of eastern Kentucky. In 1814 Delaware County purchased land east of Evansville from Thomas Jefferson for $2 million dollars which formed what is today known as central business district (CBD) or downtown core[2]. The creek running through town served as a common source for water supplies for both communities until approaching US-30 bypassing town altogether in favor suburban growth westward (the current Mayor's Neighborhood).[3] During Prohibition years many businesses closed their doors due to lack Of liquor licenses but within 3 short years new bars opened up all across town including 2 popular ones on Harbinger Street called "Alcoholics Anonymous" which still stands today! Newark Avenue became known as "The Strip" due to its high concentration levels OF prostitution etc...Plymouth Street also saw heavy nightlife activity thanks to several clubs/bars belonging to various "affluent" businessmen who catered specifically To gay men like Bob Hope's Gaylord Hotel which stood until recently next door to City Hall!
