New Castle is a town in Delaware County, Indiana, United States. The population was 7,841 at the 2010 census. New Castle is the county seat of Delaware County. It lies on the river Rafton. New Castle was founded in 1802 by General James Wilkinson and his wife Nancy as a log settlement on the Rafton River. The town name comes from NewCastle Township, which was created in 1811 from parts of Wabash and Delaware counties. The first post office opened in 1814 and continued until it was discontinued in 1847. In 1870, new land east of the Rafton River were carved out of Delaware County and named for New Castle; this area included present-day downtown New Castle as well as most of what is now eastern Wilmington Township. In addition to its role as the county seat, New Castle has been an important center for education since its founding; both local schools and regional institutions have been located here. Many famous people have come through or have lived here including Ulysses S Grant, Woodrow Wilson, Calvin Coolidge, Franklin D Roosevelt and Abraham Lincoln. In recent years, however, some residents have started to question whether or not their community could handle enough growth without additional support from government coffers - notably with respect to infrastructure development such as roads and water systems - which would bring more jobs and tax revenue into town coffers than could be generated through taxation alone. This has led to increasing calls for reform within the town government itself since2006; among those advocating change are Mayor Rick White (D) who took office that year after serving two terms as Vice Mayor under then-Mayor Rick Fenton (R). Although no decisions have yet been made about whether or not any significant changes will take place over the next few years - given that term limits prevent re-election for mayor until 2020 - there is already evidence that discontent among some members of town council may eventually lead to another campaign against incumbent Mayor Rick White if he does not address these concerns soon. New Castle is a city in the U.S. state of Indiana, and the seat of New Castle County. The population was 60,898 at the 2010 census. It is part of the Indianapolis metropolitan area. The city was founded in 1814 by Colonel John Sellers as a post town on the west bank of the White River from which he planned to extend Fort Wayne's trade routes to east India and China. At first it was named for General James Wilkinson, but after he died in 1845 it reverted to its original name: New Castle. In 1840, Colonel Sellers' son George Battle set up a tavern in what is now downtown New Castle and began trading goods with Native Americans and other settlers who populated this region during the Shawnee War against Spanish American forces led by Admiral Francisco de la Hoz y Mendoza. The growth of New Castle came about due to its location at one end of an important trading route linking Indiana with Kentucky, Ohio, West Virginia, Missouri, Illinois, and California overland travel through what are now known as Interstate 69 (the "Wabash Highway"), Interstate 471 (the "Purdue Highway"), and US Route 40 (the "Old National Road"). This road greatly increased trade opportunities between these regions and made New Castle one of the most important towns in central Indiana during this time period. During World War II much activity took place here because many factories were built nearby such as Wernher von Braun’s plants for rocketry development at Marshall Field’s airport just northeast of town; United States Rubber Company’s manufacturing plant southeast across I-469 from town; Ford Motor Company’s assembly plant southwest off I-471; Hendricks Manufacturing Company’s heavy machinery plant on State Street just outside town limits; Standard Oil Corporation’s refining Plant #2 just northwest of town limits) also making it an attractive location for war production facilities including aircraft engine testing located adjacent to Purdue University Airport northwest of town Limits). In 1945 when war ended there were only a few small businesses remaining within downtown boundaries virtually all others had been destroyed or relocated elsewhere during wartime efforts viz: Hotel Lafayette building being moved south across I-471 into nearby Carmel Junction then demolished later that year when that community became known as North Central Indiana; Cotton Exchange building being moved southwest across I- 471 into neighboring Garytown Limit then demolished soon thereafter when Garytown merged into new form becoming part of larger city limits Adding insult to injury many homes/apartments located inside single blocks radius around old cotton exchange building were razed shortly after hostilities Ended giving this once vibrant downtown quite an appearance today sitting largely deserted even while portions thereof still standalbeit heavily damaged
