By 1830 Wilmington had become one of the largest settlements west of Kentucky when it annexed the nearby village of South Gaffney which then consisted only of three homes and 10 acres (4 ha). In 1832 Nicholson donated 640 acres (250 ha) to Delaware County for development as an agricultural township with a population limit of 500 residents to be divided among thirteen farmssteads spread over an area extending from Fourth Street south to Fourth Avenue north and east to Pennsylvania Avenue northwest. The Township Court established roads within its borders while also developing regulations governing elections, real estate transactions and other aspects thereof which remain in effect today despite changes enacted by county government since that time including the current limits on township populations without regard to race or religion
