New Castle's history began with English settlers in 1765 who founded the town on the east bank of White River. Settlement continued until 1827 when it was combined with neighboring Decatur to form what is now Harrison County. The original courthouse and jail were built in 1792 by James Wilkinson. In 1827, New Castle became part of the larger settlement of Terre Haute after its founders donated land for that purpose. The town had a population of 1,500 by 1840 but declined thereafter due to prohibition and other factors. In 1870, New Castle was acquired by the railroad company and became its primary business center as railroads grew in importance throughout Indiana. With rapid growth came an increase in prostitution and crime which impacted both residents and business owners alike. A new morality campaign called "Newcastle Model" started during this time to try to change these trends before it became too much trouble for law enforcement to address them effectively. By 1915, New castle had stabilized somewhat following a series of public works projects spearheaded by mayor John Fenton which helped revive downtown businesses and reduce crime rates overall while creating more jobs than ever before
