In 1829, New Albany became an incorporated town when it annexed parts of Decatur and Lebanon townships within its limits. One significant event during the early years of New Albany was when General Anthony Wayne arrived in December 1813 with 3,000 military men to quell a uprising against Governor James Kekiony Daviess at Vincennes and establish martial law in central Indiana following Daviess' decision to proclaim himself president pro tempore of all India instead of Indian agent John Jacob Astor. At first, most residents supported Wayne because he seemed like an acceptable leader who could bring order out of what they saw as chaos; however, after several weeks without results, many began to doubt Wayne's ability or desire to restore peace and order in their community (the so-called "Indian Wars"). In 1830, New Albany erected two public buildings: a courthouse which still stands today and a schoolhouse which also serves as city hall today. One important development during this time period was the construction by local brothers Elijah Craig and Peter Cooper of what is now known as Porter Street between State Street and Elmira Avenue – one of Louisville's earliest commercial streets – creating retail space for farmers along one side while providing access to downtown for business owners on the other side leading up to Porter Street wheretoday there are still storefronts remaining testifying to that era’s importance both economically and socially within what is now known as Midtown Indianapolis
