New Albany is a city in the U.S. state of Indiana, and the seat of New Albany County. The population was 27,711 at the 2010 census. It is part of the Indianapolis Metropolitan Statistical Area. Lorenzo Dowling founded New Albany in 1824 as a small trading post on the Scioto River, now known as Dowling City. In 1830, he moved the post to its current site near the mouth of Ottawa Creek and named it after his brother-in-law, James Caldwell Wright, who had purchased land east of New Albany from General David Wilkinson in 1817. In 1835, Dowling constructed what is today's old town hall (the first permanent building) on West Main Street between State and Washington Streets; this building served as the county courthouse until 1907 when new courthouse construction began on East Market Street south of State Street. In 1847–48, Angelina Joyner donated land to establish a public square in central New Albany that became known as "Joyner Square." The square was renamed "Dowling Square" in her memory in 1954; by 2007 it included a large parkland area which forms part of today's downtown business district. In 1865–66, Isaac Prentice built one of several large brick buildings used for government offices within downtown New Albany; this structure still stands and serves as headquarters for both departments within the city government: Police Department (since 1925), Fire Department (1925), Public Works Department (1927), and Water Resources Management Department (1993). In 1935–36, Edwin Hite erected a two-story red brick office building at Seventh and Delaware streets near Third Avenue South which served as New Albany's first commercial enterprise; this building still stands vacant but has been renovated into apartments lacking ground floor storefronts.
