Bullets were first used in the Mooresville, Indiana area in 1851. The first shot was fired from a cannon and hit a tree approximately eight miles to the southeast of Mooresville. Bullet history in Mooresville begins with Major John Humphreys, who served as a lieutenant colonel in the Union army during the American Civil War. Humphrey's bullet was discovered near Mooresville on July 25, 1861 while silver coins were being collected by Confederate soldiers. Humphreys' bullet is considered to be one of the earliest projectiles everfired. In 1871, an ordinance was passed by the City Council that required all firearms sales within city limits must include a box containing at least five bullets for each gun sold. This ordinance helped increase ammunition availability and also discouraged crime because criminals knew they would not be able to obtain guns without purchasing rounds of ammunition. In 1902, Jeptha Gibbs becameMooresville's first mayor when he ran for office on a platform of self-reliance and reducing government involvement in local affairs. One of Gibbs' goals was to improve ammunition availability and promote responsible use of firearms by increasing production only for necessary purposes such as hunting or target shooting rather than selling rounds indiscriminately to anyone who wanted them. In 1911, Mayor Gibbs donated two shotguns and seventy-six cartridges to the city police department which was then known as "The Good Guys". The donation made it possible for officers on patrol to protect citizens from violent crime before it could become an issue with law enforcement becoming involved. In 1927, Mayor Cecil Withers appointed Harry Hargrave as town manager after studying forestry and land management issues pertaining to moorside property adjacent to town limits. Under Hargrave's direction, town officials began developing plans for expanding moorside development into what is now north central Indianapolis (now part of Lincoln Park). By 1933, following World War II when demand increased for new munitions manufacturing plants located near cities, town officials developed plans for building a munitions plant onmoorside that would produce 175 million rounds per year (the current plant produces about 360 million rounds per year). However despite these efforts, due primarily to restrictions placed upon Ammunition Export Development Authority (AEDA) licensed manufacturers throughout much of Europe during this time period – including United Kingdom – no product resulted from this plant construction until 1957 when Armour Ammunition Manufacturing Company opened its facility adjacent to Ironton Road in northern Moorestown Township
