On December 2nd, 1837 it received its charter as an incorporated city with full power to vote and hold elections within itself and to make contracts with other cities or towns within its limits. The first mayor was Hiram Hallett and he served until 1840 when Goldsborough got elected mayor instead The growth in Michigan City led to problems with water resources which caused some streets to be built on high ground so that sunlight could not reach certain parts of town while others were built near major water supplies so that businesses could sell products directly to consumers On September 25th 1860 by order Mayor Goldsborough ordered all citizens aged 16 or over who owned land east of State Street between Washington and Dearborn Streets to form into plots at no cost and plow their land "sluggishly" for six months while they petitioned state officials for permission to build homes on their property
