Michigan City is a small city in the Western U.S. It is located in the Wayne County seat of Winona, Indiana. The population was 5,814 at the 2010 census. The community of Michigan City was founded on July 4, 1837 by Captain John Saginaw and his family after they made a camp on the banks of the White River there that summer. The original town site was within what is now North Winona Township, but it had to be moved because of Indian attacks in 1839 and 1840. Michigan City became an incorporated city on September 26, 1907 via an act of the state Legislature. At its incorporation ceremony, Mayor Jens Jensen said: "We are proud to become one with our surrounding towns—to be part of this movement that has brought such progress hereabouts." Michigan City's economy changed dramatically when Interstate 45 was built through central Indiana in the early 1960s; businesses abandoned their downtowns for new development across I-45 into east Michigan City (and later north side). In addition to large box stores like Sears Roebuck and Kmart moving out of downtown during this time period, local restaurateurs took up space inside Dunkin' Donuts or Papa John's locations along I-45 outside downtown until those chains reopened their doors again Downtown several years ago when construction stopped on I-45 just south of town line; while Grumpy Cat cafes continue open as long as no Interstate 45 traffic jams occur! A major factor leading to declining business activity around downtown were changes made by then Mayor James Peebles which limited access to funds for street repairs & beautification projects needed due to intense growth rates throughout town – making it difficult for many businesses owners (& residents) who relied upon public services for funding & protection against flooding during heavy rains season etc., without any retaliation from thenMayor Peebles!
