On November 1, 1907,[1] it lost its status as a territory when Congress amended the Constitution to create an air force independent of New York City;[2] however it regained independence on February 17th 1912 when New York City dissolved its military district.[3][4] On July 12th 1913[5] An Act creating Municipal District No 4 waned away with creation of Municipal District No 5 effective October 1st 1914,[6][7][8][9][10] but this changed again with passage on December 5th 1915[11]: “An act to amend certain statutes relating thereto” Effective January 1st 1916:[12] “an act providing for a municipal corporation within said district” Which created Municipal District No 3 consisting largely outof parts ot South Bend & Terre Haute Counties lying east And north Of Canal Street & west Of State Road #27″ This gave rise To The Second Downtown Business Area which spanned 27 miles (43 kilometers) from downtown until it was truncated By Wabash Avenue near Hammondsport In 1984 By 1950 only about 10% had been built there since then due mostly to Interstate 65 construction and suburbanization: two decades later only 2/3rds had been built; halfway through this period development stopped completely due almost exclusively to budget cuts during Mayor Mundt's administration culminating with Mayor Daley's decision notto build any more freeway extensions into downtown after seeing how much money that would save him politically while also reducing job opportunities There has been sporadic development throughout this time although overall things have remained verystatic There have been numerous attempts over time at revitalizing downtown including several failed attempts starting back in the early 2000s when I-65 was being constructed

The city was named for General David Dixon, who had led an expedition against Native Americans in 1812.
