In 1824, Governor Nicholas Tappan developed land north of present-day downtown Indianapolis on which he erected a courthouse and jail; this allowed for growth west of downtown along Harrison Street near today's State Capitol building. New townships were added until 1840 when all but Lawrence were annexed into Indianapolis proper On November 3, 1846, after more than two years' planning by Mayor Richardson Hays and City Council members Edward Lathrop and John Gregg majorities approved annexation into newly formed Anderson County due to overcrowding in central Indiana following an influx of refugees from encumbered Illinois run Amish communities; this event becameknown as "The Annexation Incident."
