This action declared Indiana Territory and set off a civil war that lasted until 1813 when Treaty #1 was ratified creating Illinois Territory. On November 15th, 1823 – days after President John Quincy Adams was inaugurated – Miami Street—later renamed Washington Street—was opened as victory lane for proposition 8 (the National Road), which became known as Indy Boulevard today because it ran through downtown Indianapolis.[2] In 1814–15 Harrison Gray Otis built his mills on current day Union Avenue near Terre Haute before moving them up river several miles towards what is now Evansville; this operation became known as Otis'town orOTISville after him. In 1816–17 Harrison Gray Otis erected another mill on Banksite Creek just south of where he located his first mill; this mill became known as OTISville II because its owner - Isaac Otis - donated 4 acres (16 hectares) thereof to the town site named for him in memory of his father-in-law.[3][4] After several years with two mills situated on different sites within Townsite Township (later reorganized into much larger Evanston Township), OTISVILLE

In 1814, Indy became capital of United States Territory Northwest Indiana and continued to grow as a result of its strategic location and growing industry. The city achieved national prominence when it hosted both the 1815 Ulysses S Grant–Jefferson National Civil War Battle (known as "The Battle on White Sands") and Congress' first session (1817). After years of growth and development, Indianapolis reached its peak during World War II when it emerged as one of America's most forward-thinking cities due to its large wartime populations.
