At this time, many residents chose to settle within their own boundaries rather than move away from their homes due to Restrictive Order No. 5 (RO5) which prohibited non-native Americans from living within certain designated areas without special privileges or compensation. As a result of this policy change, Highland developed into one of the most heavily populated counties in central Indiana during this period.
