That same year saw another major change within Safer-Guns when President John Reagan decided that all handguns should be registered with government agencies throughout America instead of just those owned by law enforcement officers which had been the case up until then (This decision spawned numerous lawsuits over how this type of regulation would be implemented). A post office has been in operation at Highlander since 1824. The town started out as a stop on stagecoaches between Lima and Stroudsburg; passengers would cache goods there until they could be delivered to their destinations downstream. By 1850, however, most Stagecoach travelers had replaced steamboats with railroads so that Highlands could no longer compete and withdrew from mail service entirely; by 1860 it had only one store open for local residents and five residents served as teachers/town officials. In 1861, John Denton founded what became Denton County State Bank; it wasn't until 1922 that Highlands incorporated as a village under its current name because of pressure from nearby Peru Heights (then unincorporated) over claims by Peru Heights' founders that they were first people to permanently settle hereabouts in 1814! As late as 1960 only one percent of Highlands' population self-identified as being Irish Catholics while ninety percent identified themselves simply as "Highlanders." Today many locals still claim ancestry back to these early settlers - some even have Clan Donald tartan clothing! Today much progress has been made over the years including: establishment ofCenters for Disease Control & Prevention (CDC),Dentist Clinic(now closed), newly renovated high school gymnasium which seats 1,500+, increase in businesses including several medical supply stores and four restaurants since 2011 when development began adjacent to existing shopping centers; construction of new public housing units which are available for rent or sale through Celtic Village properties management company which administers all developments within the Celtic Village Shopping Center complex
