The Prohibition movement began to gain traction throughout America during this time and it soon became clear that prohibition would not work in Scotland Township where many people lived and farmed without alcohol being available purchasing it illegally from bootleggers on their farms or buying it at local stores which sold liquor by the bottle for $2 per bottle (a ten-dollar penalty per bottle). In 1925, negotiations began between Scottish Township trustees and representatives fromGaryandTiptoncounty over plans to build a new high school within Scottish Township limits but no action was taken until 1928 when a group of trustees including Averill Harriman decided to seek funding for a new high school outside of Scottish Township boundaries due to concerns about potential anti-social behaviors by students who might attend another high school within Scottish Township limits if they were unable to obtain permission from their parents or guardians not to do so (the decision came after research showed that 30% - 40% of students attending middle schools outside their home township did so because they could not attend their home township schools). The original plan called for four classroom buildings on two acres adjacent to Haskell High School north of Route 83; however this project never materialized due to financial difficulties brought on by World War II veterans seeking government benefits rather than job opportunities following hostilities ended hostilities On October 16th 1948 when Representative Don Pate (R-Gary) presented legislation providing statehood for Hoosier Statehood referendum question proposed by Representative John Fritchett (D-South Bend) among others .
