The annexation process continued through 1970 when all but one township (Lenawee) joined Highlands as an incorporated city-town form within two years time after being annexed by Terre Haute as part of merger betweenTerre Haute Township and other cities/townships east of Interstate 55 during that period known as "the Great Merger". What followed has been a growth story for Highlands as more businesses have opened up within its limits while also allowing more residents to move into this growing municipality which now includes 3 wards (Central ParkWest Ward; North ParkEast Ward; South ParkWest Ward). Homespun cotton was the mainstay of Highland, Indiana's economy until the late 1800s. It continued to be produced here until the early 1900s, when a new industry took hold: agriculture. The first crops were grown in the area in 1811, and by 1870, Highland had become one of the leading cotton-growing counties in Indiana.
