In 1847, a windmill was erected on an acre near present day First Street and Greenway Avenue by Jno Kappesmeyer as an early warning system against impending weather conditions that might damage crops or power mills upriver near Warsaw. In 1860, Chas Sisson platted what is now parts of Third Street east of First Street; this land includes most of what is now downtown Greenwood Village today (although some portions are still platted). With little else available for settlement within a few miles radius outside Indianapolis due to natural resources such as coal and oil reserves that had been developed elsewhere since before Indiana's admission into the Union as a state in 1791, much development took place around Greenwood Village over time – including streetscape design changes that continue even today – resulted from entrepreneurial spirit rather than government auspices or mandates from higher-ups looking out for everyone's best interests!
